Currently, a major investment project is being implemented to create six educational institutions in the Yamal Peninsula.

VIS Development became the winner of an open tender held by the Department of Economics of the Yamal-Nenets Autonomous District in December 2013. The determining criteria for choosing the winner were the cost of the facilities and the installment payment rate.

The project provides for construction of: 

  • 2 kindergartens for 300 children each in Salekhard;
  • a kindergarten for 240 places in Novy Urengoy;
  • a kindergarten for 300 places in the village of Tazovsky;
  • a kindergarten for 80 children in the village of Gorki;
  • a school for 200 places and a kindergarten for 120 places (combined building) in Muravlenko.

This is the firs public-private partnership project in the territory of Yamal. It is implemented at the expense of VIS Development's own and borrowed funds, which are compensated by the customer after the completion of construction during several years. The terms of the agreement also provide for the technical operation of the constructed facilities during the entire period of the repayment.

All educational institutions have been built, the investment stage of the project is completed. 1540 new places have been created in kindergartens and schools. Thanks to the implementation of the project, it was possible to create fundamentally new material and technical conditions for the development of a modern system of pre-school and school education in Yamal. The development of social infrastructure in the Arctic region is designed to improve the quality of life of the Yamal people, raise the standards of services in the field of education, and provide new jobs.

In 2016, the project was recognized as one of the best PPP practices in the social sphere, according to a study by the Agency for Strategic Initiatives and the Public-Private Partnership Development Center.
